Erasmus+ Jean Monnet Module “Analysis and Simulation of European Multi-Level Governance – ASEMG” (10/2024–09/2027)
The Jean Monnet Module ASEMG sets new benchmarks in teaching and learning about the European Union. By combining an immersive learning environment with practice-oriented and case-based methods, it gives students a unique opportunity to experience the vibrancy, complexity, and real-world relevance of European lawmaking first-hand.
Working in groups on concrete, realistic assignments, participants are encouraged to explore European policymaking in depth, to grasp the dynamics of the EU’s multi-level governance system, and to evaluate it critically through a solid theoretical framework.
The module consists of six activities designed to achieve these objectives:
- Courses aimed at providing a theoretical contextualization and comparative analysis of the EU political system with the political systems of Austria and Germany, based on political science questions.
- A collaborative simulation game of the European legislative process forms the core of the course's teaching methodology. The simulation game spans the entire course, from the first teaching unit to its implementation in the last two units. Course participants gradually acquire all the knowledge and skills required for the simulation game in the progressive teaching units and test them in advance in accompanying exercises. Various asynchronous teaching materials, such as video tutorials, a virtual learning environment, AI chatbots, and online quizzes, are available to students at any time so that they can acquire the necessary information and skills in a self-organized manner
- Exchange with experts from the political arena is an integral part of the teaching programme. In addition to discussion formats directly in the course units, a panel discussion is organized once a year based on the annual theme of the simulation game.
- Europe-wide expansion of the simulation game: Students from different courses and study programs at the University of Applied Sciences BFI Vienna and universities in Europe collaborate with each other by taking on different roles, such as the Council of the EU, the European Parliament, the European Commission, and interest groups, during a legislative process.
- Adaptation of the simulation game for use in schools in collaboration with trainee teachers.
- Exchange with course instructors from other universities at conferences and through contributions to scientific journals.
The teaching concept has already been recognized with multiple awards.
