Hannes Meissner

Hannes Meissner is a political scientist, focusing on political risk analysis and political risk management of multinational enterprises (MNEs) with a specific focus on the post-Soviet space. In this context, his expertise lies on state capture and informal networks and the consequences thereof for MNEs, such as systemic corruption, systematic favoritism vs. disfavoritism, a low guarantee of property rights and a weak rule of law. Hannes Meissner has a public expert status concerning Azerbaijan and Turkmenistan.

He is a senior researcher and lecturer at the Competence Centre for Black Sea Region Studies, University of Applied Sciences BFI Vienna. At this institution, he is academic coordinator of the Jean-Monnet Network project “EUCON”, dealing with EU and EEU/Russia relations (www.eucon-project.eu). Besides, Hannes Meissner acts as an expert and lecturer for the post-Soviet space at the University of Vienna, Research Group Eastern Europe. He is furthermore associated with the University of Gothenburg in the V-Dem Project, acting as a country expert on Austria and Azerbaijan

Hannes Meissner has a doctoral degree (PhD) from the University of Hamburg, which he received in 2012 with “magna cum laude”. For this PhD thesis on “The Resource Curse in Azerbaijan and Turkmenistan and the Perspectives of Transparency and Efficiency Initiatives” he carried out extensive field research in Azerbaijan (2009/2010) and Turkmenistan (2010). During this time, he was also a PhD fellow at the Hamburg based German Institute of Global and Area Studies (GIGA) and furthermore engaged in the research programme "Corruption and Informal Networks" at the Research Centre for East European Studies at the University of Bremen. Hannes Meissner was a PhD scholar of the Konrad-Adenauer-Foundation (KAS) and received a full scholarship by the Federal Ministry of Education and Research of Germany.
